لم تبدأ الحرب كمدمر حقيقي للجنس البشري إلا بعد بزوغ فجر القرن العشرين، فقد كانت لتقسيم البشر إلى ولايات كبيرة وإمبراطوريات، وكذلك انتفاضة الأمم لتحقيق الحس الجماعي أثر عظيم في التخطيط لمشاريع المجازر البشرية الفتاكة، وتنفيذها بهمة ومثابرة لم تكن في الحسبان. لقد جيشت كل الفضائل النبيلة لدى الأفراد مع بعضها البعض لتعزز من القدرات العدوانية لديهم، بينما أتاحت الاعتمادات المالية العالمية ورؤوس الأموال المكدسة وحركة التجارة الواسعة الفرصة لتحويل طاقات وقدرات شعوب بأكملها في - فترة معينة – لمهمة واحدة ألا وهي الحرب. وفي الوقت نفسه قامت المعاهد الديمقراطية بالعمل على توجيه طاقات وقدرات الملايين من الأفراد نحو الهدف نفسه، والمؤسسات التربوية لم تكتف بخلق مادة الصراع في وجدان الفرد، بل إنها صيرت منه خادما مؤهلا له، أما الصحافة فقد أخذت على عاتقها مهمة توحيد وجهات نظر الجماهير واستمالتها حول الصراع. كما أن المسيحية كدين، وقفت بعيدا متجنبة بحكمة مصادر الصراع الأساسية مكتفية بتقديم المواساة النزيهة بمختلف أشكالها إلى جميع المقاتلين. وأخيرا نجد أن العلم يبسط كنوزه ويكشف عن أسراره لمطالب الإنسان المفرطة ويضع تحت تصرفه من المخترعات ما هو كفيل بالقضاء عليه.
وكانت النتيجة لهذا كله أن كشفت بعض النزعات المتطرفة عن نابيها فبدلا من تنمية المدن وتطويرها، أصبح الجوع يهددها بالفناء، وأصبحت كل الأمم وبأسلوب منظم خاضعة لعمليات تقليص السكان بإجاعتهم أو على الأقل مطالبة بأن تخضع لذلك.
لقد أخذ السكان عامة دورهم في الحرب بشكل أو بآخر وكانوا جميعا هدفا للهجوم،
فقد فتحت في الجو ممرات طويلة ومن خلالها وجد الموت طريقه إلى ماوراء خطوط القتال حيث النساء والأطفال وكبار السن، والذين نجوا من الحروب السابقة، كما أن التطور الرهيب في وسائل المواصلات من قطارات وسفن وبواخر وعربات قد جعلها تساهم في الحرب وذلك بتهيئتها الفرصة لملايين الرجال في ان يتحركوا باستمرار
وينتقلوا من مكان إلى آخر.
أما التطور الطبي الهائل الذي شهدته طرق العلاج والعمليات الجراحية فقد أعاد المئات مرات ومرات إلى ساحات الوغى المخضبة بالدماء، ولم يضع كل ما من شأنه المساهمة في عمليات الضياع واعتبرت الضربة القاتلة الأخيرة واحدة من مكاسب الجيش.
ورغم كل ما حدث في سنوات الحرب العظمى الأربع فقد كان مقدمة فقط لما أعد للسنة الخامسة فقد كانت جيوش عام 1919م شاهدا حيا على الرقي الهائل الذي وصلت إليه طاقات البشر في مجال التحطيم والتدمير. ياترى هل أبقت ألمانيا على شرفها عندما انسحبت إلى نهر الراين؟ لقد هوجموا بضراوة في صيف 1919م بقوات وأساليب لا مثيل لها في ضخامتها وهولها، فالآف الطائرات كانت تقصف مدنهم وآلاف المدافع تنسف وتدمر جيوشهم على جبهات القتال، ووضعت الترتيبات اللازمة لحمل ربع مليون جندي في آن واحد مع كل ما يلزمهم في عربات ميكانيكية لتعبر بهم البلاد قاطعة بهم عشرة أو خمسة أميال يوميا لإيصالهم إلى جبهات القتال . وأطلقت الغازات السامة التي كشفت عن الحقد البالغ في نفوس مستعمليها وأخمدت كل مقاومة، وشلت كل صور الحياة في كل معسكر هاجمته ولا شك في أنه كان لدى الألمان طائراتهم أيضا ولكن ساعة الغضب قد ولت وتلألأت بشائر الفرح ودفنت أهوال عام 1919م في سجلات الأعداء العظام.

وتوقفت الحرب فجأة كما بدأت فجأة، ورفع العالم رأسه يعاين مسرح الدمار وبدأ المنتصرون والمهزومون يلتقطون أنفاسهم، وبدأ الرجال في مئات المعامل والآف المستودعات الحربية والمصانع والمكاتب في كبح جماحهم ليتحولوا عن المهمة التي كانوا مستغرقين فيها، وتركوا بعض مشاريعهم دون أن يتموا إنجازها غير أن ما حصلوا عليه اكتسبوه من معرفة، وما لديهم من معلومات وحسابات، وما توصلوا إليه من اكتشافات، قد جمعت من قبل مكاتب الحرب في كل بلد وأصبح أفراد كل جيش أكثر تحريا وتوسعا وتدريبا تحت سطح السلام. فهل تعود الحرب ثانية إلى العالم؟ إنها لن تكون بأسلحة ونظم 1919م بل ستكون بأسلحة ونظم جديدة ومتطورة وأكثر رعبا وهلاكا من سابقاتها.

وسط كل هذه الظروف دخلنا فترة الإعياء التي وصفت بالسلام والتي أعطتنا على كل حال الفرصة لنفكر فيما نحن فيه وظهرت للعيان عدة حقائق مؤكدة، فقد رسخ في الأذهان أنه من الآن فصاعدا فإن لكل فرد دوره في الحرب فالكل مطالب بعمل ما في وسعه والكل أيضا معرض لانتقام العدو . كما رسخ في الأذهان بأن الأمم التي ترى أن الخطر يهدد بقاءها فإنها لن تعدم استخدام أي وسيلة للدفاع عن نفسها وليس هناك ما يطمئن بأنه لن تكون من ضمن تلك الوسائل في المستقبل نظم وعمليات للإبادة الجماعية غير المحدودة التي قد تبدأ ويصعب بعد ذلك السيطرة عليها.

لم يجد الإنسان نفسه في مثل هذه الحالة من قبل، وما لم يتوفر لديه الإدراك الحقيقي لمعاني الفضيلة وقيمها، وبدون التمتع بوعي وتوجهات أكثر حكمة وعقلانية، فإن الإنسانية سوف تجد - لأول مرة - أن في يديها من الآلات ما هو كفيل بالقضاء عليها وفنائها بالكلية. وتلك نقطة تحول في قدر الإنسانية حيث أن أمجادها وأعمالها العظيمة قد تكون سببا في نهايتها. وسيعمل الناس ما في وسعهم ليقفوا ويمعنوا النظر في مسؤولياتهم الجديدة بينما يظل الموت على أهبة الاستعداد فهو متوقع في أية لحظة لتقديم خدماته فهو مساعد مخلص لإبادة البشر جماعات تلو جماعات حين يطلب منه ذلك، كما أنه أي الموت مستعد ليسحق أيضا كل ما أنتجته الحضارة دون أي أمل في الإصلاح. إنه ينتظر فقط كلمة الأمر . إنه ينتظرها من ذلك الإنسان الهش المذهول والذي كان لفترة طويلة أحد ضحاياه غير أنه الآن وللمرة الأولى فقط سيده.


نبذة تعريفية عن كاتب المقالة:-

(تشرشل ونستون)

ولد (تشرشل) عام 1874م وتعلم في كلية (ساندهرست) الحربية.
شارك في عدة معارك في كل من الهند والسودان ومصر وعمل مراسلا حربيا لصحيفة (مورننق بوست) إثناء حرب البوير في جنوب إفريقيا وأسر هناك وتمكن من الفرار من الأسر.
انتخب عضوا محافظا بمجلس العموم البريطاني عام 1900م وانضم في عام 1904م إلى حزب الأحرار وعند فوز هذا الحزب عين وزيرا للتجارة وبعدها وزيرا للداخلية ومن ثم وزيرا للحربية وفي عام 1917م اختاره (لويد جورج) وزيرا للحرب والطيران، وعمل فترة من الزمن وزيرا للمالية أيضا.
عندما نشبت الحرب العالمية الثانية عين وزيرا للبحرية عام 1939م وقام (تشرشل) بتأليف وزارة جديدة برئاسته وذلك اثر استقالة حكومة سلفه عام 1940م بسبب اندحار الحلفاء في الحرب الخاطفة التي شنها الألمان في هولندا وفرنسا وبلجيكا. وظل رئيسا للوزراء حتى انتهاء عام 1954م ورغم الهزائم المتتالية آلا إن (تشرشل) ظل في نظر مواطنيه رمز النصر وبطل الجهاد.
وعندما هزم حزبه في الانتخابات العامة عام 1945م شرع (تشرشل) بتأليف كتابه التاريخي (الحرب العالمية الثانية) ويتكون من ستة مجلدات ، وعقب انتصار المحافظين ألف (تشرشل) الوزارة وظل رئيسها من عام 1950 إلى عام 1955م.

It was not until the dawn of the twentieth century of the Christian era that War really began to enter into its kingdom as the potential destroyer of the human race. The organization of mankind into great States and Empires and the rise of nations to full collective consciousness enabled enterprises of slaughter to be planned and executed upon a scale, with a perseverance, never before imagined. All the noblest virtues of individuals were gathered together to strengthen the destructive capacity of the mass. Good finances, the resources of world-wide credit and trade, the accumulation of large capital reserves, made it possible to divert for considerable periods the energies of whole peoples to the task of Devastation. Democratic institutions gave expression to the will-power of millions. Education not only brought the course of the conflict within the comprehension of every one, but rendered each person serviceable in a high degree for the purpose in hand. The Press afforded a means of unification and of mutual encouragement. Religion, having discreetly avoided conflict on the fundamental issues, offered its encouragements and consolations, through all its forms, impartially to all combatants. Lastly, Science unfolded her treasures and her secrets to the desperate demands of men and placed in their hands agencies and apparatus almost decisive in their character.


In consequence many novel features presented themselves. Instead of fortified towns being starved, whole nations were methodically subjected, or sought to be subjected, to the process of reduction by famine. The entire population in one capacity or another took part in the war; all were equally 3 Lurking Dangers 37 the object of attack. The air opened paths along which death and terror could be carried far behind the lines of the actual armies, to women, children, the aged, the sick, who in earlier struggles would perforce have been left untouched. Marvellous organisation of railroads, steamships, and motor vehicles placed and maintained tens of millions of men continuously in action. Healing and surgery in their exquisite developments returned them again and again to the shambles. Nothing was wasted that could contribute to the process of waste. The last dying kick was brought into military utility.

But all that happened in the four years of the Great War was only a prelude to what was preparing for the fifth year. The campaign of the year 1919 would have witnessed an immense accession to the powers of destruction. Had the Germans retained the morale to make good their retreat to the Rhine, they would have been assaulted in the summer of 1919 with forces and by methods incomparably more prodigious than any yet employed. Thousands of airplanes would have shattered their cities. Scores of thousands of cannon would have blasted their front. Arrangements were being made to carry simultaneously a quarter of a million men, together with all their requirements, continuously forward across country in mechanical vehicles moving ten or fifteen miles each day. Poison gases of incredible malignity, against which only a secret mask, (which the Germans could not obtain in time) was proof, would have stifled all resistance and paralysed all life on the hostile front subjected to attack. No doubt the Germans too had their plans. But the hour of wrath had passed. The signal of relief was given, and the horrors of 1919 remained buried in the archives of the great antagonists.

The war stopped as suddenly and as universally as it had begun. The world lifted its head, surveyed the scene of ruin, and victors and vanquished alike drew breath. In a hundred laboratories, in a thousand arsenals, factories, and bureaus, men pulled themselves up with a jerk, and turned from the task in which they had been absorbed. Their projects were put aside unfinished, unexecuted; but their knowledge was preserved; their data, calculations, and discoveries were hastily bundled together and docketed ?for future reference? by the War Offices in every country. The campaign of 1919 was never fought; but its ideas go marching along. In every army they are being explored, elaborated, refined, under the surface of peace, and should war come again to the world, it is not with the weapons and agencies prepared for 1919 that it will be fought, but with developments and extensions of these which will be incomparably more formidable and fatal.

It is in these circumstances that we entered upon that period of exhaustion which has been described as Peace. It gives us, at any rate, an opportunity to consider the general situation. Certain sombre facts emerge, solid, inexorable, like the shapes of mountains from drifting mist. It is established 38 that henceforward whole populations will take part in war, all doing their utmost, all subjected to the fury of the enemy. It is established that nations who believe their life is at stake will not be restrained from using any means to secure their existence. It is probable? nay, certain? that among the means which will next time be at their disposal will be agencies and processes of destruction wholesale, unlimited, and perhaps, once launched, uncontrollable.

Mankind has never been in this position before. Without having improved appreciably in virtue or enjoying wiser guidance, it has got into its hands for the first time the tools by which it can unfailingly accomplish its own extermination. That is the point in human destinies to which all the glories and toils of men have at last led them. They would do well to pause and ponder upon their new responsibilities. Death stands at attention, obedient, expectant, ready to serve, ready to shear away the peoples en masse; ready, if called on, to pulverise, without hope of repair, what is left of civilization. He awaits only the word of command. He awaits it from a frail, bewildered being, long his victim, now? for one occasion only? his Master. * * * * *
