I think that isn't specific for one country or one nation it's a personal thing
I mean it's something parents teach and we all call it responsibility even if it was volunteering responsibilities

May be I have some Japenese blood or soul connection with them
That's the same attitude I teach my student when learning anything in life not only work
I always tell them that all of them are the same and never underestimate their abilities

Concerning the 3rd world attitude , some others say
If anyone can do it let them do it and pour their hearts into it
and at the end show your irretting face and say we did it
