    The objectives of Saudi educational policy are to ensure that education becomes more efficient, to meet the religious, economic and social needs of the country and to eradicate illiteracy among Saudi adults.

    General education in the Kingdom consists of kindergarten, six years of primary school and three years each of intermediate and high school. The Ministry of Education sets overall standards for the country's educational system and also oversees special education for the handicapped. Early in 2003 the General Presidency for Girls' Education was dissolved and its functions taken over by the Ministry, to administer the girls' schools and colleges, supervise kindergartens and nursery schools and sponsor literacy programs for females. The first government school for girls was built in 1964; by the end of the 1990s there were girls' schools in every part of the Kingdom. Of the nearly 5 million students enrolled in Saudi schools for the academic year 2003-04, about half were female.

    After elementary education, students can attend either high schools offering programs in both the arts and sciences, or vocational schools. Students' progress through high school is determined by comprehensive exams conducted twice a year and supervised by the Ministry of Education.

    The dramatic quantitative growth of the educational system since the introduction of the First Development Plan in 1970 has been more than matched by an improvement in the quality of education. One measure of this emphasis is that while the number of students in the educational system increased six-fold between the 1970s and the 1990s, the number of full-time teachers grew more than nine-fold. The Kingdom's ratio of 15 students to every teacher is one of the lowest in the world. The government, however, continues to work to improve educational standards. This has been achieved by raising the quality of teacher training programs, improving standards for evaluation of students and increasing the use of educational technology. One aspect of this is the introduction of computer science at the secondary level. In 2000, an ambitious school computer project was named after Deputy Prime Minister and Commander of the National Guard Crown Prince Abdullah. In addition, the administration of the educational system has also been enhanced by delegating greater authority to the regional boards

    Education in Saudi Arabia


    At the time the Kingdom of Saudi Arabia was founded in 1932, education was not accessible to everyone and limited to individualized instruction at religious schools in mosques in urban areas. These schools taught Islamic law and basic literacy skills. By the end of the century, Saudi Arabia had a nationwide educational system providing free training from preschool through university to all citizens. While the study of Islam remains at its core, the modern Saudi educational system provides quality instruction in diverse fields of modern and traditional arts and sciences. This diversity helps meet the Kingdom's growing need for highly-educated citizens to build on its rapid progress.

    Formal primary education began in Saudi Arabia in the 1930s. By 1945, King Abdulaziz bin Abdelrahman Al-Saud, the country's founder, had initiated an extensive program to establish schools in the Kingdom. Six years later, in 1951, the country had 226 schools with 29,887 students. In 1954, the Ministry of Education was established, headed by then Prince Fahd bin Abdulaziz as the first Minister of Education. The first university, now known as King Saud University, was founded in Riyadh in 1957.

    Today, Saudi Arabia's nationwide public educational system comprises eight universities, more than 24,000 schools, and a large number of colleges and other educational and training institutions. Open to every citizen, the system provides students with free education, books and health services. A measure of the government's substantial commitment to this sector is the allocation of over 25 percent of the annual State budget for education including vocational training.

    Saudi Arabia prizes education because of its critical importance in developing the country's human potential, and in the 21st century private education facilities are opening all over the Kingdom. As the leader of his nation, Custodian of the Two Holy Mosques King Fahd bin Abdulaziz has often stressed how the young people of Saudi Arabia are the country's most valuable resource. Education is a central aspect of family and community life. Parents are deeply involved in their children's education, and the close links between home and school serve to reinforce the structure of the community and the nation.

    The Kingdom of Saudi Arabia was founded in 1932 and occupies about four-fifths of the Arabian Peninsula. It is bordered on the west by the Red Sea; on the north by Jordan, Iraq and Kuwait; on the east by the Arabian Gulf, Qatar, the United Arab Emirates and Oman; and on the south by Yemen.

    Saudi Arabia is an Islamic state, in which the Shari'ah (Islamic holy law) serves as both constitution and legal framework. The Wahhabi interpretation of Sunni Islam is the official religion and is strictly enforced.

    The discovery of oil in the kingdom and an increase in fuel consumption worldwide spurred on rapid industrial development and urbanization beginning in the early 1970s. Today, more than 70 percent of the population lives in the country's major cities. In addition, the economy is heavily dependent on petroleum exports and employs a high percentage of foreign labor.

    In 2001, the population reached 22,757,092. The country's overall literacy rate is 62.8 percent (71.5 percent for males and an estimated 50.2 percent for females). Per capita GDP is about US$10,500 (2000 estimate).

    Education in Saudi Arabia is segregated by sex and divided into three separately administered systems: general education for boys, education for girls and traditional Islamic education (for boys). The Ministry of Education, established in 1952, presides over general education for boys, and education for girls comes under the jurisdiction of the General Presidency for Girls' Education. Both sexes follow the same curriculum and take the same annual examinations.

    Islamic education trains Saudi boys to become members of the Ulema (religious clergy). The religious secondary school curriculum includes the general academic secondary school curriculum but focuses primarily on Islamic and Arabic studies. Religious secondary schools are administered by Imam Muhammad bin Saud Islamic University and the Islamic University of Medinah. These schools, along with religious institutions of higher education, parallel the secular system.

    The establishment of secular Western-oriented schools after World War II broke with the traditional Islamic system of education. However, a large part of the new curriculum is devoted to religion. In particular, the memorization of the Quran, interpretation and understanding of the Quran (Tafsir) and the application of Islamic tradition to everyday life are stressed. Religion is also studied at the university level alongside other subjects, and is compulsory for all students. There are also two Islamic universities (mentioned above) that focus primarily on religious studies.

    The total budget for higher education (universities, women's colleges and the Ministry of Higher Education) was US$2.5 billion in 1985. This amount constitutes 3.6 percent of the total budget for Saudi Arabia, and 34 percent of the total education budget. All university students also receive a monthly stipend of $300 (all figures for 1985).

    The education system in Saudi Arabia is primarily the responsibility of] the Ministry of Education, the Ministry of Higher Education and the General Organization for Technical Education and Vocational Training. Other authorities such as the Ministry of Defense and Aviation; the Presidency of the National Guard; and the Ministry of the Interior provide their affiliates and children with kindergarten, elementary, intermediate, secondary and adult education as well, following the educational ladder, study plans and curricula formulated by the Ministry of Education. The highest authority that supervises education in Saudi Arabia is the Supreme Committee for Educational Policy, established in 1963. [1] According to the World Bank database, public spending on education is 6.8 percent of GDP, and public spending on education as percentage of government expenditure is 27.6 percent in 2004. (World Development Indicator/Edstats) Education spending as a proportion of overall spending tripled from 1970 to 2000 and neither economic growth nor the price of oil had much impact on this trend in Saudi Arabia.[2]

    The Ministry of Education developed “The Ministry of Education Ten – Year Plan 1425 – 1435 (2004 – 2014)” which set the following goals for that ten year period:

    1. The education of 4-6-year-old children and the consideration of kindergarten as an independent stage in terms of its buildings and syllabi from other education stage

    2. Accommodation of all age categories from 6–18 years-old at various stages of education

    3. Deepening the spirit of loyalty and proud of the country through intellectual awareness based on recognizing issues of the country

    4. To prepare students academically, and culturally at a local and international level to be able to achieve advanced posts internationally in the fields of mathematics and sciences for the various age categories, taking into account International tests’ standards

    5. To organize girls’ technical education

    6. To develop the educational system for students with special needs

    7. Development and growth of the Ministry’s personnel educational and administrative training

    8. Improvement of internal and external sufficiency for the educational system

    9. To develop syllabi based on Islamic values leading to the development of male and female students’ personality and to their integration in society as well as to the achievement of scientific and thinking skills and life characteristics resulting in self education and lifelong learning

    10. To improve the quality of male and female teachers and to increase the citizens’ rate in the education sector to achieve the full use of Saudi human resources

    11. To develop the educational structure and to update the school map to meet the expected quantitative and qualitative changes in the next stage

    12. To develop the infrastructure of information and communication technology and its employment in education and learning

    13. To develop male and female adults’ education and to eradicate illiteracy

    14. The Ministry’s comprehensive administrative development

    15. Expansion of social participation in education

    16. To establish integrated systems for accountability [3]
