What does "standard variety" mean and do we have a standard variety of English in Anglophone Canada?
There is a standard variety of Canadian English which is spoken everywhere in the country except Newfoundland. In other words from Halifax all the way to Vancouver and Victoria.
There is only a slight difference In Canadian English as you go from north to south. The Canadian accent sounds strongest in the more northerly (or northernly) towns like Grouard, Peace River, Manning and Yellow Knife. It sounds a little weaker the closer you get to the U.S. border. This is because Canadians who live in southern Canada are in closer contact with the U.S.
Newfoundland English sounds distinct from the rest of Canada. This is partly because It was settled earlier than the rest of English speaking Canada (1730's) and partly because most of the first settlers there came from southern Ireland. In fact, Newfoundland did not become politically part of Canada until 1947.
Newfoundlanders have a problem in that mainland Canadians tend to look down on their way of speaking English much like Americans in the northern states tend to look down on the speech of Americans who live in Appalachia and the Ozarks.
Nevertheless, Canadian, Newfoundland and American English are still part of the "Queen's (or King's) dialect of English along with most British varieties of English. Only Scots and Cockney are technically different dialects of English.
