I think there are two possible answers :

1-. Let not be seen

2- Don't be seen by people.

The sentence that you mentioned is in the present perfect tense

so your sentence, I suppose, means that I haven't seen you yet

I think in your sentence
the Present Perfect Tense is used to talk about a past action that has a result in the present


So I have not seen you (as a result ) I miss you
