If a surface has a layer of sand , dust , snow , oil etc all over it
We say that it is covered in or with something
with and in are generally interchangeable after covered
Examples
The boot of the car was covered with/in sand
Don't sit there! You're covered with/in mud!
The bandages were covered with/in blood.
covered by is used to talk about part of sth but not all of it
It is mainly used in passive < to focus on the subject
Examples
How much of Earth is covered by water ?
Much of the country is covered by forest
She wore a low-cut dress, partly covered by a thin shawl.
